Sokichi Narumi (portrayed by Koji Kikkawa) is the father of Akiko Narumi and the founder of the Narumi Detective Agency in the city of Futo.

Narumi becomes involved with the Sonozaki Family and is granted a special Skull Memory(also called the Skeleton Memory) and Lost Driver, enabling him to become Kamen Rider Skull. He eventually began to regret his work with the Museum, with Shroud supporting him by creating the hangar under the Narumi Agency before having him infiltrate a Museum research facility known as the Gaia Tower with Shotaro in order to find a young man (which later known as Phillip,after his favorite fictional character Philip Marlowe).
Lost Driver resembles Double Driver pretty much except that it has only the right side memory slot. The Skull Memory enables Sokichi to transform into Skull with a white fedora and white muffler. Before entering a fight, he announces "Saa, omae no tsumi o kazoero!"(Now, count your sins), a motto taken up by his protege. Skull also equipped with a pistol similar to Double/W's which is Skull Magnum. Skull executed his Memory Break by inserting Skull Memory into his Skull Magnum to initiate its Maximum Drive. Although it is not named in the film or any related printed material, the name given to this Maximum Drive in the Kamen Rider Battle: Ganbaride arcade game is Skull Punisher.

Kamen Rider Skull Crystal is the incomplete form of Skull that first appears in the events of Kamen Rider × Kamen Rider OOO & W featuring Skull: Movie War Core. It differs from Kamen Rider Skull's standard form in that the helmet is iridescent and it lacks the S-shaped "crack".
Skull's ride is the same as Double/W's Honda CBR1000RR, except it's all covered in black with red 'W'.

Sokichi Narumi's story ends when he is shot down by armed guards in Begin's Night. As he dies, he gives his white fedora to Shotaro and asks for Shotaro to become a man worthy of wearing it. Tsukasa Kadoya uses a Kamen Rider Skull card to summon an iteration of Sokichi Narumi from an alternate dimension, giving Shotaro closure. This Sokichi Narumi does not seem to know Shotaro but recognizes the very thing that the real Sokichi wanted of Shotaro: for Shotaro to become a true detective. Kamen Rider Skull's latest appearance is in Kamen Rider W Forever: A to Z/The Gaia Memories of Fate where he gives Shotaro his Lost Driver before fading away as he takes his leave, enabling Shotaro to transform into Kamen Rider Joker.
